it says 60% are rebuilt yet when i destroy 3 laser beacons 2 remain. thats 66.666%. shouldnt there only be one remaining.

In the new battle system in universes 1,3 and SPEED it reconstructs the smallest integer higher than the exact amount of the 60% defense. See your example - 60% of 3 is exactly 1,8 so your opponent reconstructs 2. The exception is that in case the defender has 1 or 2 defensive turrents he doesn't get recostructed any
