Currently i don't have any alliance... Never had before... Never created before...

How ever when I apply for an alliance, it says
You can not join/leave or found new alliance within 168 hours

Why? I have applied only once before... but it was full...

After you have applied you have to wait 7 days before applying again. Better talk with alliance leader before apply, after he/she confirms that he/she wants you in his alliance - then apply.
