when ever i look in the galaxy , sometimes people are in attack range , and sometimes there not.

is this because or their orbit?

i just wanted to know.

There is a coefficient...

The target player must be in your coefficient, based on the “spent resources” points. The coefficients are:

Points Coefficient
< 5 000 2.5
5 000 - 15 000 2.4
15 000 - 25 000 2.3
25 000 - 35 000 2.2
35 000 - 45 000 2.1
> 45 000 2.0

That way you won't get bash

Does war point doesn't count? Its for position only?

Maybe one of this day i'll have my ships attack my turrent (will this give me war points? if yes, is this cheating?)

Yes. You can imagine if you have 300,000 rp (resource points) and 0 battle points, but another one has 95,000 bp (battle points) and... 15,000 rp. You'll have the same points in the statistic menu, but... You probably can smash him (and even you may already have Deathstars) before he gets know what the hell is happening to him...
And no (you won't get any battle points for destroying own ships or turrets) .
