I thought spy probes weren't allowed to be sent on Attack Missions.

I have been attacked several times today by spy probes.
I was able to attack an Inactive Player with a Spy Probe as a test.

If you can attack with spy probes, it makes spending resources on Espionage a Complete Waste.
Choosing to attack with the spy probe gets you a FULL SPY REPORT on any planet, no mater how high their espionage is.

Is this a bug?

I'm ULF in Universe 1.

Yeah, you're allowed to do this in uni1.

And just to add, attacking with spy probes won't act as spying, because the probe will get destroyed in round one, meaning your war report won't contain a link to the battle and will say something like: "You were destroyed in round one. Noone lived to tell the tale..."
So you still have to spend your resources on Espionage :)

EXCEPT...
If a player has a high Espionage, but you suspect he has left his planet unguarded.
Even without ships, high espionage can kill spy probes on Espionage missions.
But, if there are no guards, the probe will send back a battle report if the mission was Attack.
So, you can use it to doublecheck planets you suspect are unguarded, but that eat spy missions.
