I see that Miops have 10% more energy bonus. Is that 10% applied over the total energy (solar panels + satellites) or just for solar panels or satellites separately?

It applies for both, but separately. For example - You have 50 Energy and you build a satellite. If the satellite is supposed to give you 40 energy it will give you 44 (40 + 10% 40 = 40 + 4 = 44) Energy and you'll have a total of 94 Energy. The same goes for the solar panels.
