There are so many things that the BF team is working on and I'm not sure about what's wrong and what's not.. Anyway according to the latest updates the Miops race has bonus of cheaper research cost only.
The timers in several of the game menus are not showing the time correctly, but despite of it, the times for finishing buildings, researches and so on are correct. They are only displayed incorrect.
