Can i play my account rexlee on Universe1 and 2 at the same time, same computer, same ip?

Yes, you're allowed to have an account in each playing universe (Uni1, Uni2, Uni3 and the SPEED Universe). But you're NOT allowed to have more than one account in one and the same universe.
