There is such practise among some players. They don't have enough time to play, or just are very busy with thier work. So they played only when have time...Of course this requires a lot of nano....

You mean a lot of money for Bulfleet.
Basically the game is balanced so you have to spend money to even the odds at higher levels. To win you have to spend.

Not exactly. This is a misuse of the emergency vacation mode. As Nesno wrote we have contacts with a Bulgarian mobile operator so you can activate and deactivate vacation mode distantly via SMS. It is quite an expensive service and is limited so far only in Bulgaria.
The only way to deal with this attacker is to persuade him you have nothing to be stolen or to muster enough fleet and accept a battle while he is in vacation and cannot recall the attack. There was an interesting battle of that type about 2 years ago, Bobeto vs Troll. Ask around :-)
