I was wondering when the specialties kick in for example if I had a large ship building project started and then purchased the builders specialty would that project speed up? Or is it like when you upgrade a building and there is no difference in building time until the next project is started?

The bonus over the stats doesn't affect already started buildings/researches/ships.
