how about a pirate defense other then field fighters. Somethig that would engage only pirating fleets and not anything else. Yet like the other defenses it would have more bang for its buck compared to a field fighter. You could call it the coast guard, police force or even customs inspections. But it would not engage in the other battles only pirating missions and would rebuild 60% after like other defenses.
