if you send a recycler to said destination you will (eventually, if none flies before you) get the resources....
There is no way to know wheter someone else is flying to te recycle field.
You can't send other ships with the recyclers on Recylce mission.
You can recycle with two ships- Recylcers and Tankers(the special ship of the Confederation race)
