1st: very apropriate - add upgrades to the defences (like the ones of the ships) -> lvl1 ...2 ....3 etc.
mainly because ships get TOO powerfull at high lvls, and that kinda ruins the ballance


2nd: add command carryers to the big fleets: let me explain: the idea of large fleets of small ships (example - 2000 scouts) is not that realistic. I mean - the small ships ( < battlecruser) must have a LIMITED range, they just cant carry enought fuel to for long journeys, so they must be brought to the battlefield. This is the command carryer's job - he brings them close enough to the planet, so they can launch, and also coordinates the attack. You can add some bonus to the fleets with CCs (command carryers) - like ... +2 rounds (for example)

I think that those ideas (especially the 2nd one) will bring that gameplay improvement that will bring the old bulfleeters back - everyone will want to test the new CCs. and the balance wont be ruined, because thye defences get stronger, but the attackes gain bonus (from the CC) also

the problem is that the second idea will require massive engine changes in the game, hah, but no risk - no win

also I think that laser and plasma systems MUST bring damage bonuses to the defence systems (and to the ships also maybe)

I like the upgradable defense idea. I don't fully understand the command carrier idea.
