Cant get Energy..

First of all. Please first read the posts which are already here. There is one about energy:

then to you question:

Energy is not stored up. Click on Government. There you see an overview. Ressources are mined and stored. Energy is produced and used and you have a balance. So the number you see on top - is what you produce more than you need. Every level of building needs more energy than the level bevore. Click on the image in building screen to get an overview.
