How about if when you recall a fleet before it reaches its destination that a percentage of the gas used is returned to you.
after all you didn't go the full distance and so should return having spent less gas then originally planned.

This is a very good and and valid question and would like to hear the answer myself. i have done that myself a few times and lost thousands of gas. Its like of you fill your car up for a long journey then set off and then you remember you forget something so you go back and get it. You still have whats in the tank.

kinda think of It, its not a bad idea,
but i wont make much of a difference, excluding the fact that savens will be quite cheaper, this will give an advantage for the attackers and that wont be that good
in few words - a good idea thats gonna tip the scales in attackers side so there is no application in the game in it's current state

Another question to ponder.. why does transporting ships to a planet and returning use the same gas as sending them on a one way trip to the same planet? (i.e. station)

that's just like the train ticket, both of the return ticket and single ticket you need to pay for the same price.
