yes you can you will steal resources as long as you win the battle so us cargos only to attack planets with no fleet or defense

But be careful, if the guy you're attacking enters the game, he can built a single WG rocket to defend himself. So you may be bad surprised...

try to send a couple of guards for protection incase he does build the odd rocket or beacon
