the energy is a constant. That means with every level of solar panels or with every satellite you receive amount of energy.
And the second - your energy was 95 before building something , you went out , the building was ready, you log on and before the server refreshes your energy ( must be done manually - by clicking several times on Building or Parliament button, or pressing the F5 key.) So, after some your actions the server refreshes the energy - it becomes 1. So for more energy you must build more Solar Panels or satellites.
