The 0% means that the other player has 0% chance of destroying your probe. The esp. report you have is incomplete because it only shows the resources on the planet. There should be and info about the ships. So if u get report without this:
"Information about the fleet/defence"
you need to send esp. probe again until you receive complete report containing info about the ships
