When you register you have a 5 day general status. When you're not a general the banners are shown and you don't have access to the general privileges like Recycle, Advanced Search and Status.

As Terminate said, the TOP menu is shown only if there is General option activated for your account.
By the way if the banners are bothering you, send me a PM. I can suggest solution if you don't want to activate General status
