can my bro create a account on the same server using his email or would that brake the rules because he wants to be on my sever but i dont want him messing about with my accont.

You have to inform the administration first. And there must be no link between the two accounts, for example transport, alliance or attacks to the same player or between the two accounts.

same alliance is a bit harsh as brothers they would be in the same alliance as for transports as long as he "repays" the transport as per usual
