Hmm dont quite work like that your either

A) have good intetions and really are just leaving the game either way your account is your own and no one else's

B) you are trying to steal someones account by asking em to give you the password they would like on your "Old Inactive" account and 9 times out 10 ppl will allways use the game password

I believe it is allowed to give away accounts to someone who is not already in that universe. I think the rules require only that the account name and email be changed (which costs a few nanocredits). I suppose players should notify the admins too, just to be safe.
