If there is somehing really worth buying on the market, and you don't have a 7 level trade center already, chances are somebody else will have bought it three times over before you can finish your 7 level trade center. Besides new things are being offererd every day. If you "get the Trade Center to L7 to access the ISH and find 20 scouts" just keep cheking again and you will soon or later find the ships that you are looking for (with the exception of the Death Star of course), but be sure that they are going to be more expensive than if you build them in your own shipyards..
