1000 res spent = 1 resource point, which determines cooeficient.

The war points are from the difference in the lost structure. If you loose 1000 structure, and you opponent looses 10000 structure - you gain 9 war points. All players who are green to you can't be attacked. Also players below 100 points can't be attacked.
