Based on the difference between your size and the active opponents you attack I suppose (Inactives don't give points so they probably don't give War points also)

points(normal)- for every 1000 recources spent you receive 1 Point.
War points- The differance between the losses of poitns in battle
Example I lose 20 points in a battle, you lose 10 points.And you are given 10 War points (20-10)
