Yes the game has a chat. In mIRC the channel is #bulfleet . The people there are a little strange, but i think they will answer your questions

One little correction - the chat is in UNI.BG network as far as I remember. It is not an official way of communication and is not supported by the BF Staff.

But there is no other, so if you want to join here are some of the bigger servers on the network - irc.spnet.net and irc.omega.bg . Sorry for the spam, but I suppose you don't know servers from the network.
