how do i get a deathstar? in an attack on one of my planets it said i had 100% chance for a deathstar but i never got one. do i need the tech in order to have a chance?

Go to [Technics] then click [Ships] you can find the necessary research for a deathstar there

so the " chance" means nothing?

No, there are no chances of getting a Deathstar. There are some hard work and careful planning. Gathering 300 000 units of energy on a single planet with high level research centre is not an easy thing - depending on your race that means over 5000 or 6000 satellites for a position 1 planet. And the satellites are fragile and vulnarable to attack.
