i logged off about 2 hours ago. i sign back on and none of the planets gained resources. i then click govt. - resource production. i click buildings the levels are the same. i click back on govt and now it shows correct amounts.

When you are getting out of a Vacation your mines still aren't producing resources. You have to click on Government -> Buildings -> Government, so that they could start producing resources again.
