Every 2 minutes, the resources are generated. Of course you have to refresh.

Resources are generated constantly. Usually the server refreshes the amount of resources every three minutes. The only exception is when you are in a vacation mode, then no resources are generated. If you are under protection, resources are generated. You can check the hourly amounts of resources generated in the Government screen, in the left menu.

In the Government menu -> Total you can see how much you generate for 1 hour. And when you click on the picture of a mine there is info how much the level produces.
