It happens in Universe 3 too, but it seems an intermittent bug. that problem is only happened when your building time is more than one hour.
actually the time is counting, you will see the counting time from 00:59:59

Yes, you are correct! It happens ony when it's over one hour. Now it should be an easier bug to fix.
