There is a limit of attacks and it`s 10 per planet. With 100 fighters that guy can steal 25 000 worth of resourses. That`s less than one mega cargo capacity. And he can steal from you 25 000 resourses only if you have more than 100 000 on the planet (1/4 is the limit for pirating). So you want to tell me that you cannot build 2 megacargoes (12 000 metal and 12 000 crystals) and start fleetsaving with them?

Maybe if you have nanocredits you could put on vacation
That could stop him from attackinh,and maybe he will get bored of it
