Actually there is one change:

2. Players over 350 000 points can be attacked by everybody.

It is still true in current Universe Speed round? I cannot attack user with 355.000 points. I have over 730.000 points. What's wrong?

In order to check the situation place provide user names of both accounts.
You should have in mind that the coefficient for attacks is calculated using statistic points (i.e. resource points + battle points) in last rounds

Now I understand that I can attack users with 400.000 statistic points and more only...

Yes, this is the new option in the game, which allows you to diversify, isn’t it great, uh?! :D
