You may send Recyclers or Tankers on Mission "Recycle" to a location that has a Recycle field.
You may not send any other ships.
Your recyclers will not fight any other ships while on the recycle mission.
The resources will go to the first player to get recyclers to the field.
If that player did not have enough transport room, the second player gets what's left, and so on.

If you are not a General...
You can Look at the Galaxy Page.
If the planet number is red, there is a recycle field there.
If your browser is good, you can hover over the number and it will tell you how much is there.

Yes,
You must send your recyclers BEFORE you send the rest of your fleet.
But, you must time it so that the Attack Fleet arrives First.
I think the attack fleet has to arrive at least 1 minute before,
and you have to Refresh the Galaxy Screen before the Recyclers arrive.

If you send Recyclers with your Attack fleet they will not Recycle,
and they will be destroyed before any other ships you send.
(This seems silly to me. I would think they would hang back with the Cargos, but they don't.)
(I guess it's part of game ballance, but I don't know.)
