You have to build Solar panels, too. To create a building (or its levels) sometimes you need energy (as it is written).
It may says you're out of fields because you've clicked twice on the button "Build" or your browser haven't refreshed your Energy. And then... well, that's a little buggy ;).
You can see how much fields you've got on your planet by open your "Overview" menu. It's written there. Example:ЦитатFields: 76 / 183 (Increase fields)
