you have them. it's just a display error. try useing them (setting to the mines) keep going till it reads -1 then just remove one from the mines. after that it you pull them out of the mines they appear in the number list. Need to do thins each time you upgrade a Robot Facility.

I find if you refresh the robot page a couple of times then any spare robots will show up.

I get the display error too. It's likely to confuse people who aren't the sort to just start mashing the buttons.
