You have to upgrade it over and over again. It just adds energy, it doesn't produce.

ok thanks and i'm just starting so should i build scouts and cargo ships cause i'm finishing the research that'll let me build cargo ships and i can already build scouts
(and another thing with satellites you can build em at the same time as buildings so you don't have to wait forever for ur solar panels to upgrade)

Well, different players have different strategies. The main limitation is resource. They are finite, and that is what determines what you can do.
Some players like to fight, so they put most of their resources into producing fighting ships (scouts, guardians, etc.). If you want to follow this route, keep in mind that the it's better to have a smaller number of bigger ships than a larger number of smaller ships. Why? Because a larger ship will take longer to destroy, but will continue causing as much damage. In other words, if you have 1 bomber (for example), that bomber will continue to cause 100% damage until it is destroyed. On the other hand, if you have 10 scouts, and 5 are destroyed, now you can cause only 50% damage.
Other players like to defend, so they put most of their resources into defenses. I think it is very difficult to both fight and defend. There are just not enough resources to do both well compared to other players who are doing only one. So if you're going to do defenses, perhaps focus on shields (not megashields) and small laser beacons. I believe the most effective ratio is 7 small laser beacons for every 1 shield, but you will need many shields to defend against the top of your attack coefficient.
Finally, some players prefer to avoid conflict entirely, and they don't fight or defend. They just get out of the way. This strategy lets them develop their economy and their research without spending resources on military equipment. To do this, you must "fleetsave" in a coordinated manner. Some of the top players follow this strategy, so it is not a bad one. But it all depends on your style of play.
Either way, I would not build solar panels until later in the game. Even if you have defenses and ships, solar panels are (according to the game) the first to be destroyed. Yes, they have advantages, but they are easier to replace when your economy is stronger. Also, I would build cargoships to keep my resources safe, but I would replace them with megacargo ships as soon as possible. Megas are cheaper, relatively speaking. A cargo ship costs 4k resources and can carry 5k. A mega costs 12k resources and can carry 25k. At this point in the game, I would not build scouts. If you want to build ships, wait at least until you can produce guardians.
