I really try that, use 100 guardian attack a guy with my Energy system is Lv6, need about 30k gas, after upgrad to Lv7, the same guy, same amount of ships, same speed need 29k, seems not very obviously, but it does reduce your fuel.

Energy systems reduce the used amount of gas by 3% every level up to 16 and 2 percent for 17 for a total reduction of 50%.

why not 12% for Lv17, as a total 60%. just like the Lv30 of Gas Mine has a pretty huge increase from Lv29..
