I guess the current way the transport system works is if I were to send 400,000 of something to a colony, if it cannot support that many resources at one time...you lose whatever the overage is.
My suggestion is if you cap off what a certain location is able to support, the ships just take that amount back to the sending planet.
For instance, were I to send 500,000 crystal from 1:1:1 to to 1:1:2, but 1:1:2 is only able to handle 200,000. The ships that sent it will take 300,000 back to 1:1:1 instead of causing you to lose it all.

Yes, your planet can only hold the capacity of your warehouses, and if your warehouses overflow, you lose the overflow. Do the mines shut off when your warehouse is full? Well, if you look under the Government tab, their production doesn't go to zero, so I think it's more accurate to think of them as still producing, but all the production going to waste.
Your idea is not a bad one, but what would happen if your warehouses did not have enough room when your ships were returning from an attack? Would your ships go back to the planet you raided to return the extra resources?

Well which is it? Can have all the resources on the planet you want, your mines just won't produce. Or you can only have up to the warehouse capacity?
As far as my idea...it would only apply (and work) for transport missions. And that is only because they are going back to the sending planet.
Stationing or attack missions can't work because it has nowhere to go back to. Unless you add an option where if the attacking planet is over capacity it goes to a secondary planet. But I can see that could get more complicated that is necessary for a game like this.
I made the same suggestion, but sadly it wasn't approved.
You can only have as much resources as your warehouse capacity. When they are full the mines continue to produce, but the resource has nowhere to go (since the warehouse is full) and they disappear.
