I started this game 1 month ago, in world one and it is uber fun but I am confused.
1) Why restart the server things?
2) Do I lose my whole Fleet/Buildings?
3) How often do the restart?

1)Not quite sure about that.
2)Yes, you lose everything except for the coordinates of your first planet I think. (but so does everyone else)
3)Every 6 months.

A lot of games are played in what are called "rounds." Not all games do that -- WoW is an endless game -- but many do. These rounds can be as short as 10 days (Combat Grounds) or as long as 18 months (Travian). Bulfleet's rounds last 6 months. When the round ends, the game restarts, and everybody starts over from zero.
A benefit of restarting is that you can learn and become a better player. If the game never ended, you would always be at a disadvantage against players that started years before (if the game never ended).

As a matter of fact the things that you do not lose are your username/password and nanocredits. Everything else starts from scratch.
As for the reasons:
- if you intend to play seriously and compete for top rankings it takes a lot of time. Keeping such a pace for longer periods may harm you. No one has managed to win to subsequent rounds, the effort of playing at maximum efficiency is too great.
- a mistake made does not ruins your day altogether. Of course, you fall behind in the competition but you keep your chances.
- with this restart we make a major step - so far the Universes were nearly identical. From now on the Universes split in rules and gameplay. Uni1 takes a step back to the more ferocious times with limited mining ability and increased recycling income. Uni2 is intended to become the mining and drilling paradise (boykoal, it`s your turn :-) ) and Uni3 is prepared as a testing ground and a beginners stage. Uni3 is meant also for people with scarce spare time.
- last but not least - you have the chance of revenge - I do not know for the non-Bulgarian part of the community, but among the big and old alliances there are fierce wars and keen allegiances. So each restart makes the competion burn with a new zeal.
