Values are refreshed each 2 minutes and that's why there isn't visible difference ingame.
Energy values are not accumulative. Energy can be received from Solar Panels and Satellites.

Each satellite gives energy, depending on what is your planet's place in the solar system.
The formulae is as it follows:
Energy from 1 satellite = 50 - (2 * Planet's Place).
e.g. Your planet is in 4th position (x:xxx:4) which means that you will recieve 50 - (2*4) = 42 energy from every single satellite.
Minimum - 20. Maximum - 48.
