Why don't they have it GMT instead of two hours faster?

I think we should have a forum for each alliance what only members can see by clicking a link on the alliance page so we can put stuff like:

Announcements

Politics- Where people can post if they want politics with another alliance (either ally, NAP or enemy)

Invites- Where people can post if they ...

last night, it said i had 2 wait 1 hours 40 until i could build a shipyard. i went on this morning and it said i had to wait 1 hours 40

AND I'VE JUST LOGGED ON AND IT SAYS I HAVE 2 WAIT 1 HOURS 40 UNTIL I COULD BUILD!

WHATS HAPPENING!
