Is there a way to re-use fields that I used to level up buildings?

I've run out of fields on a planet and don't have nanocredits to buy more fields. So, is there a way to delete a level of one building to free up a field for another building?

I've used the bank only once, so I don't have many answers, but here is my experience.

Your required nanocredits seems to be simply a guarantee that you will repay the loan (so getting loans is limited to folks who get nanocredits).
